What can I do to keep my pipes from freezing? In Northern Ontario?

Hello, I'm a new home owner in Northern Ontario. My house is one floor, with a unheated crawlspace. The of the crawlspace is surrounded by blue insulating board, and inside there is pink insulation against the walls.

The temperature went down to -25 last night, and under the house has stayed at about +1, +0.5, consistently.. I have a wireless thermometer in the crawlspace.

My question is, should I be concerned with a crawlspace that stays at 0.0 or -1? Is there any suggestions you can give me to keep my crawls pace warmer than that in extremely cold temperature?

Will wrapping the pipes in that black pipe insulating stuff help at all?

The pipe insulation is basically for keeping heat in, not cold out. You insulate your hot water pipes with it. You can wire up a pigtail and put a 250 watt heat lamp bulb in it and turn it on whenever it gets really cold. Ours used to be good to -25 and as soon as it got to -26 the pipes would freeze but the bulb solved that problem and they're pretty cheap to have on.
